Abstract: Costs of City Management-Horizontal Cities vs. Vertical Cities

China has entered a new stage of urbanization. The new urbanization call is to apply the population urbanization as the core, urban groups as the main form, the comprehensive capacity as the support, and the institutional mechanisms for the innovation as the safeguard in order to promote industrial development, employment transfer, and the unity of population concentration. It requires a new urbanization road with the characteristics of humanism, four coordinated modernizations (industrialization, urbanization, information, and agricultural modernization), intensive and efficient layout optimization, and ecological civilization and cultural inheritance. Vertical City, as a protection of traditional cities and villages and even a sustainable urban form of nature, is an important option to promote new urbanization in China.
This paper uses Tianjin Central Eco-city and Tianjin Binhai Central Business District as examples to compare the concept and design of vertical city with that of eco-city, low-carbon city, compact city and smart city which are trying to promote new urbanization in China in order to demonstrate the necessity and feasibility of promoting the concept of vertical city in the construction of new urbanization in China. On this basis, the paper analyzes the planning, technology and cost of vertical city construction in China, and then puts forward some new ideas to solve these problems.
